The Morning Roar: 74% Of Obamacare Enrollees Already Insured, Pentagon Can't Seem to Figure Out Its Spending, and USDA Wants .40Cal Submachine Guns

And if you're reading this, thanks for spending the last day of the work week with us, sucking enough liberty into your lungs that you can weather the drunken ramblings of statists all weekend.McKinsey Survey Reveals 74% of Obamacare Enrollees Were Already InsuredObamacare's great promise was that it would insure the uninsured and uninsurable, but thus far it sure seems like all it's done is make it more expensive and inconvenient for those who already had insurance. And guess who are the primary users of Obamacare? Yes, that's right! Not the intended downtrodden masses of uninsured and pitiable souls, but people that already had their healthcare taken care of.From Forbes:

One of the principal flaws in the coverage of Obamacare’s exchange enrollment numbers to date has been that the press has not made distinctions between those who have “signed up” for Obamacare-based plans, and those who have actually paid for those plans and thereby achieved enrollment in health insurance. A new survey from McKinsey indicates that a large majority of people signing up are now paying for their coverage. This is progress for the health law. But the survey still indicates that three-fourths of enrollees were previously insured....the proportion of individuals purchasing ACA plans who had been previously uninsured remained low. In February, McKinsey reported that only 27 percent of those selecting a new 2014 plan were previously uninsured; in April, the proportion was 26 percent.

Hope and Change, people. Hope and Change.After Decades-long Audit, Pentagon Still is Befuddled & Can't Account for Spending Auditing the government? Great idea! The only problem is that the government's failings don't just stop at public policy, taxation, crony capitalism, military action, foreign policy, etc., etc. but also extend into accounting. The Military is finally being held accountable for its blank check style spending and lack of oversight (leading to abuse by private "government-sanctioned" vendors). The only problem is that they don't seem to view it as much of a priority. Why would the military ever view something that we citizens request as important, after all?From Antiwar.com:

The Pentagon’s Chief Financial Officer, Undersecretary of Defense Robert Hale, today conceded that the Congressionally mandated auditing requirements are “more of a challenge than I expected.”That’s putting it mildly. Congress required full financial accountings of Pentagon spending in the 1990s, and in 2010 ordered the Pentagon to be ready for a “full audit” by 2017. The halfway point to 2017 is here, and the Government Accountability Office says the  Pentagon is well short of where it would need to be to meet those goals.20 solid years of work by military financial managers hasn’t amounted to much in the grand scheme of things, and while Undersecretary Hale says he is determined to “eventually” get the military ready for an audit, eventually is starting to add up to an awfully long time.

Turnips...baby-murdering savages, all! Or I guess they must be, since the USDA is requesting companies to submit their best proposals to supply a new arsenal to...I have no idea. Probably to crack down more raw milk farmers.Brietbart reports:

According to the solicitation, the Dept. of Agriculture wants the guns to have an "ambidextrous safety, semiautomatic or 2 round [bursts] trigger group, Tritium night sights front and rear, rails for attachment of flashlight (front under fore group) and scope (top rear), stock collapsible or folding," and a "30 rd. capacity" magazine.They also want the submachine guns to have a "sling," be "lightweight," and have an "oversized trigger guard for gloved operation."
